In order to ensure the daily cleaning of garbage in the city, as early as 2013, Chenzhou Municipal Party committee and municipal government planned to build Chenzhou solid waste incineration power plant in Banzilou village, Xujiadong Town, Suxian District, 15km away from the urban area. The project not only improved the living environment of the city, but also transformed the waste treatment of Chenzhou from the traditional landfilling mode to the more environmentally friendly incineration power generation mode, so as to realize "turning waste into treasure".

The project adopts BOT mode for the construction, with a franchise period of 30 years and a total planned investment of 440 million yuan, which will be constructed in two phases. The first phase, with an investment of 340 million yuan and a scale of 700 tons of domestic waste per day, has been completed by the end of December 2014, commissioned in July 2015 and successfully connected to the grid, and completed environmental protection acceptance in November 2016. In 2018, the second phase of construction was completed and put into trial operation. The daily treatment capacity of the plant is up to 1300 tons.

Waste incineration power plant before cooperation with Agile Group

According to statistics, in 2018, the plant received a total of 227400 tons (more than 600 tons per day) of domestic waste in the downtown area, with a harmless treatment rate of 100 percent.

In order to win the initiative in the market competition, enterprises must gather talents, strengthen management, promote the improvement of quality and efficiency, enhance the competitiveness of enterprises, and seek new development. On June 9, 2019, Hunan Huiming Environmental Protection Energy Co., Ltd. submitted the request for approval of strategic cooperation with Agile Environmental Protection Group to Chenzhou City Administration and Comprehensive Law Enforcement Bureau. Upon request, the municipal government agreed to change the equity of Chenzhou solid waste incineration power generation project to Guangzhou Agile Solid Waste Treatment Co., Ltd., a subsidiary of Agile Environmental Protection Group, on July 9, 2019.

Since Agile Group took over Chenzhou incineration power plant, the operation efficiency of the plant has been significantly improved, and the waste incineration treatment has radiated from the downtown area to Yongxing, Jiahe and other places. The continuous, stable, safe and effective operation of Chenzhou solid waste incineration power plant has made the harmless, resource-based and reduced disposal of solid waste to a higher level.

Clean and bright plant area after cooperation with Agile

According to reports, the group planned to invest another 20 billion yuan by 2020, focusing on three business sectors of solid waste treatment, environmental remediation and water affairs, forming a whole industrial chain of technology research and development, equipment manufacturing, engineering construction, operation consulting, terminal disposal and recycling, and planned to be listed successfully within two years.
